The City of Flora is primarily a farming and industrial community in Clay County with approximately 5100 residents within the city. It is located on U.S. Routes 45 and 50, and is 30 minutes from Interstates 57, 64, and 70. Flora's governing body is comprised of a mayor and four commissioners and has been a Home Rule community since 1978. The City Administrator, City Attorney, City Clerk and Collector, City Treasurer, Deputy Clerk and Collector, City Building Official, Chief of Police, and Assistant Chief of Police are annually appointed positions, made by the mayor and ratified by the city council. These individuals, along with the Director of Public Works, and Economic Development Director manage the day-to-day business for the city.

The city is very proud of their well-trained and efficient Volunteer Fire Department, with its 34 members and up-to-date equipment.
