On the ninth of April, 1881, a group of twenty-seven persons living in the area known as Fawn Grove sent a petition;
To the honorable Judges of the Court of Quarter Sessions of the Peace, for the County of York and the State of Pennsylvania: The petition of the undersigned inhabitants of Fawn Grove, Township of Fawn, County of York and State of Pennsylvania respectfully showeth that our petitioners labor under great inconveniences for want of proper authority to control stock running at large in the village and for making and keeping in repair proper sidewalks, also a desire on their part to improve their condition generally; our petitioners therefore humbly pray the Court to grant a charter of incorporation for a borough to be called the Borough of Fawn Grove, of which the draft accompanying this petition will more fully show which is made part of here of the number of inhabitants within the surveyed territory is one hundred and fifty, and we will ever pray.
