The mission of the Qatar National Library is to preserve the nation's and region's heritage and enable the people of Qatar to positively influence society by creating an exceptional environment for learning and discovery. Among its core values of librarianship are "Equity, Diversity, Inclusion, Accessibility, Respect and Fairness, where our patrons are valued regardless of race, color, sex, gender, religion, disability, age, genetic information, socioeconomic status, or national or ethnic origin, and where their opinions, needs and viewpoints are considered in every decision we make."
Amnesty International reported in 2021 that authorities in Qatar continue to curtail freedom of expression using abusive laws to stifle critical voices. "Despite government reforms, migrant workers continued to face labour abuses and struggled to change jobs freely. Curtailment of freedom of expression increased in the run-up to FIFA World Cup 2022. Women and LGBTI people continued to face discrimination in law and practice."
