New Regulations to Boring and Excavations Affecting Public Utilities

- The Lake Saint Louis Board of Aldermen approved an ordinance imposing new regulations on boring and excavation work permitted within the City. In addition to creating a new tiered violation protocol, key components of the ordinance include:
- The number of simultaneous active drill rigs is limited to three. This number can increase if an independent safety monitor is overseeing the boring activity. One independent safety monitor is required for every four active drill rigs.
- Boring is permitted between the hours of 8:00 a.m. and 3:30 p.m. on weekdays.  
- All boring equipment is required to be calibrated daily in accordance with the manufacturer’s specifications. A log of calibrations is required and must be made available to the City when requested.
- All utility crossings must occur at a pothole. A pothole is a hole dug with a shovel that exposes the utility line/main.  
- All crews must clearly post at every job site the name and contact information for the contractor performing the work and service provider.  
- The City Engineer has the authority issue a stop work order and corrective action to prevent unauthorized or substandard work.
- The new regulations give the City greater oversight of boring and excavation activities performed within Lake Saint Louis.

Message from the Mayor
Speeding on Ronald Reagan Drive

Over the last several years we have received an increasing number of complaints regarding speeding motorists on several roads throughout the City. One of the locations that concerns us the most is Ronald Reagan Drive between Lake Saint Louis Boulevard and Technology Drive. This stretch of road is used by many children to walk to Green Tree Elementary and Boulevard Park.

City staff have conducted speed studies that show a significant percentage of drivers are driving faster than the posted speed. As a result, the City has taken several steps to try and encourage more appropriate speeds in the area. Public Works has installed driver feedback signs to remind drivers of the speed limit and alert drivers when they are exceeding the speed limit, while the Police Department has increased enforcement in the area. 

Unfortunately, the steps we have taken have not adequately addressed the speeding issue. After further discussions with city staff, the Board of Aldermen have decided to install temporary curbs and markers in the center lane of Ronald Reagan Drive to narrow the through lanes and hopefully slow traffic. If this temporary action successfully reduces speeds, we may look at ways to fund a project that makes these medians permeant with concrete curbs and landscaping. 

Citywide Garage Sale
Saturday, September 17

Gather up your old things and get them ready for the annual Lake Saint Louis Citywide Garage Sale on Saturday, September 17. Advertising your sale in our Garage Sale Guide with your address and a short list of the items you have for sale is an inexpensive way to promote and bring notice to your garage sale. 

Residents who are interested in participating must register online no later than Monday, September 5th. Everyone who submits a registration form will be entered into the Garage Sale Guide. Guides will be available on Monday, September 12th.
