Fiscal Year 2022-2023 Budget and Tax Rate Approved

The Fiscal Year 2022-2023 budget and tax rate of $0.518731 per $100 valuation were approved by City Council at Tuesday’s meeting. The Fiscal Year 2022-2023 budget and tax rate will go into effect on October 1, 2022.

FY 2022-2023 Highlights

The Fiscal Year 2022-2023 tax rate of $0.518731 per $100 valuation is lower than the current rate of $0.5800 and the no new revenue rate of $0.519193.

This represents the lowest tax rate since at least 1990.

Total Fiscal Year 2022-2023 expenditures represent an increase of approximately 11.27% over the current year's adopted budget. Fully funding the City's Capital Replacement Fund and Enterprise Solutions Replacement Fund are the primary factors contributing to this increase.

If the expenses to fully fund the Replacement Funds are subtracted, total expenditures increased by only 2.66%. In an inflationary period of nearly 9%, City staff is pleased to present a budget that allows us to provide the services our residents expect while also keeping expenditures down.

The budget was developed as if Rule 3.334 were in effect.

Boards and Commissions Applications Now Open!

Do you fill called to give back to your community? Do you like to volunteer your time to assist others? Do you want to participate in local government? If so, consider applying to serve one of the City’s many Boards and Commissions!

The City is currently seeking passionate individuals to be a part of nine Boards and Commissions that help guide development, future needs, regulations, and more for Coppell. Applications will be accepted online at coppelltx.gov/boards through October 7 and must be completed before this deadline to be considered for one or more of the following:

Animal Services Advisory & Appeals Board
Board of Adjustment
Coppell Recreation Development Corporation
Economic Development Foundation
Future Oriented Approach to Residential Development (FOARD)
Library Advisory Board
Parks & Recreation Board
Planning & Zoning Commission
Smart City Board

With so many boards and commissions to choose from, it’s easy to find a way to serve in a capacity that is important to you. Are you an animal lover? Consider applying for the Animal Services Advisory and Appeals Board. Concerned about future housing trends? Apply for FOARD! Do you frequent the Cozby Library? Perhaps a seat on the Library Board would interest you.

Boards and Commissions applicants must have lived in Coppell for at least one year and must be registered to vote in Coppell. If you are unable to apply online or need assistance, please visit the City Secretary’s Office at Coppell Town Center, 255 Parkway Blvd., or call 972-304-3669.

Stormwater Fee Increase Shown on October Utility Bills
As a reminder, all Coppell residential and commercial properties will see an increase in the monthly stormwater fee reflected on their October utility bills. This increase, which will go into effect October 1, 2022, is based on Section 9-22-5, Drainage Charges of the City of Coppell’s Master Fee Schedule.

The stormwater fee for residential properties will increase from $3 to $4 per month and fees for commercial properties will be anywhere from $9 to $1,012.50 monthly based on square footage of impervious (hard, nonporous) surface, such as parking lots and driveways.

The tiered rate model took effect November 1, 2020, and rates will increase annually through November 2023. If you have any questions, please contact the Public Works Department at 972-304-3679.

NTFB Peanut Butter Drive — Drive-Thru Donation Event September 24!

Every September during Hunger Action Month, the North Texas Food Bank (NTFB) creates awareness about food insecurity and hosts a Peanut Butter Drive to collect this shelf-stable, kid-friendly protein to help feed our hungry neighbors. The goal for the 2022 drive is to collect 500,000 pounds of peanut butter.

Join the Coppell City Council and help NTFB meet their goal by donating regular-sized, plastic jars of peanut butter (other nut butters and sunflower butter also accepted) or by making a monetary donation to help feed children and their families who are facing hunger.

NTFB is hosting a drive-thru donation event from 10 am - 2 pm, Saturday, September 24, in the Coppell Town Center parking lot, 255 Parkway Blvd. Stop by to drop off your donations during the event, or bring donations by The CORE, Wagon Wheel Tennis and Pickleball Center, Metrocrest Services, 13801 Hutton Drive, Suite 150 in Farmers Branch, or to one of the other official collection sites through September 30. Monetary donations can also be made online.

S. Belt Line Reconstruction Update

The new S. Belt Line Rd. is shaping up as crews continue working on roadway excavation, utility improvements and subgrade preparation. There is also a planned concrete pour the middle of next week. Check out the project scope and progress at coppelltx.gov/beltline.

National Senior Center Month

September is National Senior Center Month, and this year's focus is on Strengthening Community Connections! The Coppell Senior & Community Center will be hosting events throughout the month for members to connect, learn, and fellowship together. For each event attended, members will receive a raffle ticket to be entered into a drawing for a $100 gift card!

Registration is OPEN for this year's Trunk or Treat at The CORE on October 29! Families, schools, businesses, and community organizations are all encouraged to sign up to decorate their trunks and hand out candy.

Library Accepting Applications for Indie Author Fair

Cozby Library and Community Commons will host the annual Indie Author Fair from 1 - 4 pm, Saturday, November 5. Local independent authors are invited to submit an application for a table where they may sell or promote their books and meet with the community. Applications will be accepted from any author in the DFW area with priority given to Coppell authors.
