This is Coppell: Finance

When you think of the Finance Department, you likely think of budgeting, expenditures, and revenues. While the City’s Finance team takes their primary charge of monitoring and safeguarding City funds extremely seriously, they also provide many other services! From working to ensure that our AAA bond rating is reaffirmed annually and managing 30+ funds, to providing NewTech students with job shadowing and other learning opportunities, to proactively monitoring for water leaks, the Finance team works continuously to support City staff and Coppell residents.

Review the Proposed Budget and Tax Rate — DATE OF VOTE CHANGED!

The proposed budget and proposed tax rate of $0.518731 per $100 valuation will be presented to City Council at the regularly scheduled August 23, 2022 Council meeting. Council will hold public hearings concerning the proposed budget and tax rate, but they will not vote to approve the proposed budget or tax rate at this meeting. At the regularly scheduled September 13, 2022 meeting, City Council will hold additional public hearings on the budget and tax rate and then consider them for approval.Residents are encouraged to get involved, attend public meetings, and provide feedback! Review the Fiscal year 2022-2023 proposed budget.

Proposed Budget & Tax Rate Highlights:

The proposed tax rate of $0.518731 per $100 valuation is lower than the no new revenue rate of $0.519193.

This represents the lowest proposed tax rate since at least 1990.

Total proposed expenditures represent an increase of approximately 11.27% over the current year's adopted budget. Fully funding the City's Capital Replacement Fund and Enterprise Solutions Replacement Fund are the primary factors contributing to this increase.

If the expenses to fully fund the Replacement Funds are subtracted, total expenditures increased by only 2.66%. In an inflationary period of nearly 9%, City staff is pleased to present a budget that allows us to provide the services our residents expect while also keeping expenditures down.

The proposed budget was developed as if Rule 3.334 were in effect.

Conserve Water to Avoid Restrictions and Rate Increases

It’s a relief that the triple digit heat is backing off a bit, but we’re still keeping a keen eye on our water supply. Summer water demand is typically driven up by irrigation and pools, which leads to three months of very high demand that we experience each year. During the winter months, Coppell averages seven million gallons of use per day. This is nearly one-third of the amount used on a typical day during the summer months!

A good rule of thumb to remember when trying to reduce water consumption: use water and enjoy it, just don’t waste it! This applies to indoor use — take shorter showers, turn off the tap, etc., but it especially applies to outdoor irrigation — the largest waster of water. Please only water your yard a MAXIMUM of two times per week before 10 am or after 6 pm. Lawns simply don’t need more than that.

S. Belt Line Reconstruction Update

About this time next year, we’ll be cruising down a new and improved Belt Line Rd., but a smooth ride takes time. Crews are currently working on utility improvements, roadway excavation and subgrade preparation with a planned concrete pour on Wednesday next week.
