MATT SALMON:
"I released a plan recently that I call 'Copper Shield,' and on Day One when I become governor I will call a state of emergency at the border. I will call the legislature into special session. I will ask them for $200 million – $140 million of ... which will go to put 1,200 armed National Guard members on the border to make sure that we stop people from coming across our border.

"And I believe we have this authority, because under Article IV Section 4 of the Constitution we are guaranteed by the federal government to be protected from invasion. They are not protecting us.

"And what's more: Once I do that, I'm going to add insult to injury and send the bill for that to the federal government, because they're not doing their job.

"Also, I'm going to take $50 million out of that $200 million and give it to our border county sheriffs and our border county attorneys so that we can prosecute those coming across the border for violating state laws – and I'm going ask the state legislature to beef up our criminal trespass laws so that we can incarcerate and send a message to the cartels: 'Not in Arizona.'"
