The New York State Secretary of State administers the proctored, written examination through the Department of State at testing sites in Albany, Pomona throughout the state on a regular basis, but not on the day of the training event.

He is the renowned scholar on New York Notary Law and Practice and the original developer of New York State Notary Public educational programs at scores of colleges throughout New York, including SUNY DELHI.
